Several colleges in Mumbai still await permission from local civic authorities with regards to resuming classes from February 15.

The state government had earlier announced that colleges can resume operations from February 15. Moreover, according to the reopening guidelines shared by the University of Mumbai (MU) on February 5, colleges are to get permission from the local collector’s office. However, as of now, no such intimation has been received by any college.

A week back, Uday Samant, Maharashtra Minister of Higher and Technical Education announced that colleges can reopen starting February 15 with not more than 50 per cent people on campus at any given time. On February 5, MU released a circular stating the guidelines as prescribed by the University Grants Commission (UGC) on the phased reopening of colleges.

Furthermore, he stated that the concerned universities should start colleges with the consent of the local authorities. Moreover, the universities have also been advised to prepare guidelines for the phase-wise reopening of hostels and conduct safety audits of the hostels.

The state government has given permission to authorities for starting colleges, and the guidelines for which have been issued by the Central and State Government, which the universities will have to follow strictly in view of the outbreak of the coronavirus.

According to reports, “Colleges will open for the student population and will have to call them on rotation. Physical and online classes will have to be conducted,” said a principal of a Ratnagiri college. However, the Bombay University and College Teachers Association expressed shock over the shifting the burden of such crucial decisions to individual colleges.
