The BMC is the richest municipal body in the country and this is the first time in nearly 38 years that the BMC administrator will be present and approve the budget. Last year, the BMC presented a budget of INR 45,949.21 crore, which may increase by INR 4500 crore to INR 50,000 crore this year.
To set up HBT clinics in slum pockets, the BMC will receive land from people who live in slums and in return they will get cash as a compensation. In those particular places, 24 HBT clinics will be set up.
In the first phase, 5000 sanitary napkin vending machines and incinerators will be introduced. In the second phase, by next year, around 20,000 sanitary napkin vending machines will be introduced.
The BMC will start 1300 digital classrooms for students this year. This year 2023024, INR 3347 cr has been allotted for education department. Last year, INR 3370 budget estimate was allotted.
The BMC to implement action plans to curb air pollution. Before 31st March 2023, guidelines for construction sites, transferring debris at midnight will be issued. Mechanical e-sweeper machines, sprinklers, vehicle mounted misting equipment, air purification units will be used to curb air pollution. Along with this, 15 air purifier towers, 30 feet in height and 4 air purifier machine will be placed. It will help to settle down 45% of dust particles. One air purifier roughly will cost INR 3.5cr and machine will cost INR 1cr, a total of 50cr has been reserved for the same.
Under skill development, 250 high schools in Mumbai will be renamed as Mumbai Public school and skill centre from 1st April.
A survey was done with regards to diabetes and hypertension, it was found that more than 22% people have hypertension and 27.33% in Mumbai suburban have reported increased blood pressure. It was found out that every 4th citizen has hypertension. Similarly, in Mumbai suburban 20.38% has diabetes, has sugar issues. BMC to start Aarogyam Kutumbam, under which people who are suffering from hypertension and diabetes will get free of cost treatment at HBT clinics. By April 1, 208 HBT clinics will be ready.
In the first phase, citizens of 30+ years of age will be screened and in the second phase, 15-30 years of age citizens will be screened. This will be done every Wednesday by Asha Workers.
The BMC has decided to build 227 clinics of which 208 clinics will be built by March 31. In these clinics,147 pathological tests will be free. The BMC estimates that in a year, 40 lakh people will pay visit to these clinics.
BMC had asked people to give suggestions with regards to roads, civic issues for the Budget 2023-24. People gave response and the BMC received 965 suggestions, of which few proposals have been included in the budget. Mumbai citizen Taj Pavaskar suggested to provide footpaths for pedestrians. Working on the same, the BMC will start policy for pedestrians under which any road which has a diametre of 9 metre, footpaths will be built on both the sides. The policy will be implemented from April 1.
1) to curb pollution concentration levels across various sectors; 2) to initiate a multi-level monitoring strategy for the city; and 3) to decentralize planning and increase community health awareness to reduce personal exposure.

The fund has been allocated under various headers which include financial schemes for women, the differently-abled, transpersons, senior citizens and a women’s training scheme.
The BMC has decided to develop a parking app by virtue of which all of the 32 civic public parking lots off street parking and 91 on street parking will be regulated. Citizens will be able to pre book parking slot via the app.
