Maharashtra Transport Department Plans Temporary Permit System for E-Bike Taxis

The Maharashtra Transport Department is planning to introduce a temporary permit system that would allow private two-wheelers to operate as e-bike taxis. The proposed framework includes flexible licences that can be renewed on a daily or weekly basis.

Under this proposal, even private motorcycles with white number plates may be permitted to carry passengers, subject to specified conditions. This would represent a relaxation of the Maharashtra Bike-Taxi Rules, 2025, which currently mandate commercial registration and yellow number plates for bike taxi operations.

Officials believe that the existing requirement has proven impractical for part-time drivers and gig workers, thereby limiting participation in the sector. The proposed changes aim to bring thousands of informal riders into a regulated system.

As per the plan, riders would be able to register their private bikes on designated platforms and opt for short-term permits by paying a prescribed fee.

The policy review is being considered in light of rising demand for last-mile connectivity and growing concerns over the cost of electric vehicles. By allowing limited commercial use of private bikes, the government hopes to improve service availability without imposing heavy upfront financial burdens on drivers.
