Mumbai Local News: CR Deploys Fortress, Ambush and Other Special Checks, Recover Over INR 1 Lakh Daily

Central Railway’s Mumbai Division with its vast suburban network from CSMT to Karjat / Khopoli / Kasara, CSMT to Panvel / Uran, CSMT to Mahim and Thane to Vashi carries an average of more than 40 lakh passengers in its 1820 suburban services daily. This includes 108 AC local services. 

In addition to providing a safe and comfortable ride, Central Railway also has to shoulder the responsibility of keeping a check o­n irregular and ticketless travellers who violate rules and cause a huge revenue loss by way of ticketless travel. 

Considering the huge volume of passengers, the task becomes much more difficult.  

To ensure justice to bonafide passengers, Central Railway undertakes various types of Special Checks to identify & detect cases of irregular travel and penalise the offenders. 

During the period April to May 2026, these Special Checks have yielded recovery of Rs.62.08 lakhs in 61 days from 14,744 cases averaging recovery of Rs.1.01 lakh daily from 241 cases.

These Special Checks are in addition to routine checks at stations and in trains by nominated ticket checking batches and station staff.

Different Types of Special Checks

1. Fortress Check:

It is a concentrated ticket checking operation where a large team of ticket checking staff, RPF, GRP, and sometimes Commercial officers cordon off a station — especially all entry/exit points — and check every passenger entering or leaving, thereby creating a "fortress" around the station so no ticketless traveller can escape. 

2. Special Fortress Check:

Is a high-intensity, large-scale ticket checking drive conducted at a major station or junction, usually under direct monitoring of Divisional Officer or Zonal Officer. The word "Special" indicates higher stakes — more staff, longer duration, and multi-departmental coordination in presence of Senior Officers.

What is done 

•Date/time of the check is not announced in advance. Information and instructions are given at short notice. 

•A team of 50 to 100 staff, including ticket checking personnel, Commercial Inspectors, RPF / GRP  personnel etc are deployed at all gates, exits, platforms, FOBs etc.   

•Every passenger in station premises and in trains halting during the drive is checked and offenders are penalised or prosecuted as the case may be.

Benefits:

•Helps detect misuse of passes, irregular travel, unbooked luggage  and helps curb ticketless travel and unauthorized entry.

•Its often done during peak seasons, festivals, or o­n sections with high ticketless travel  

3. Ambush Check is a sudden, unannounced ticket checking drive where a team of ticket checking staff boards a running train mid-section or at a non-scheduled stop, with the element of surprise. The idea is to "ambush" ticketless travellers who board from roadside stations or travel short distances assuming they won’t be caught.

What is done

•Checking Raids are usually done with a small team of 8 to 15 staff including TTEs, RPFs and Commercial Inspectors.

•Checking squad boards from a station where train has no scheduled halt, or from mid-section by stopping the train using emergency procedures and check the entire train before the next major station so offenders cant deboard and escape. 

Benefits:

•Short distance offenders who board from stations where regular checks are rare can be apprehended.

•Sections notorious for ticketless travel, especially in local/EMU/passenger trains can be targeted.

•Cases of misuse of Season tickets, Staff privilege passes  and platform tickets  can be detected.

4. Spot Check is a sudden, localized ticket check conducted at a specific spot — could be a coach, platform, gate, booking office, or a particular train — without prior notice. It’s done by a small team for a short duration.

Common types of Spot Checks  

•Platform Spot Check: Checking tickets of passengers o­n a specific platform  

•Coach Spot Check: Checking o­ne or two coaches of a train at random  

•Gate Spot Check: At entry/exit gates to catch ticketless entrants  

•Luggage Spot Check: For unbooked luggage/parcels  

•Vendor Spot Check: Checking license, rates, hygiene of catering stalls

What is done

•It’s a short term, but intensive activity of couple of hours, involving a small team of 5 to 7 staff zeroing in o­n a specific spot or coach or gate etc. 

•It also keeps a watchful eye o­n malpractices at booking counters like overcharging or wrong issue of tickets etc. 

Benefits:

•Surprise element since offenders cannot guess where they will be cornered

•It supplements daily checks by Station staff with targeted action.  

5. Intensive Check:

This means concentrated checking efforts over a period of time — could be hours, days, or weeks — o­n a particular train, section, or type of fraud. Unlike a o­ne-time Fortress/Ambush drive, it’s about sustained pressure o­n a problem area.

What is done

•Train-specific Checks: For eg:Intensive check of 07.40 CSMT-Panvel AC local for a week  

•Section-specific Checks: For eg: Intensive check between Kalyan and Thane for 3 days  

•Class-specific Checks: For eg: Intensive check of all 1st class coaches in division for 10 days  

•Irregularity-specific Checks: For eg: Intensive check for fake season tickets  

•Station-specific Checks: For eg: Intensive check at CSMT for 3 days

Benefits:

•To eliminate chronic ticketless travel o­n specific trains/sections  

•To target specific issues: MST misuse, Fake season tickets, luggage, vendors etc  

•Used when analysis shows revenue leakage in a pattern

6. Cross Country Check is a joint, coordinated ticket checking drive conducted simultaneously across multiple zones/divisions, or by staff of o­ne division/zone, checking trains/stations in another division/zone’s territory. The "cross country" part means the checking team crosses its own jurisdiction to check elsewhere.

What is done

•Ticket checking teams of different Divisions / Zones interchange the respective divisions / zones for checking For eg Mumbai division team will check at Pune division stations and vice versa or Central Railway teams will check o­n Western Railway stations and vice versa.

•It includes TTEs, Commercial Inspectors and Officers from visiting Division / Zone as well as from the home division / zone and the focus is o­n major stations,  suburban sections especially where home checking teams face resistance from local residents etc. 

Benefits:

•Since checking teams are from outside, the chances of being influenced by local passengers / habitual offenders and less.

•Local ticketless travellers don’t recognize outside staff, reducing chances of tip-offs.

•Helps identify sections/zones with high ticketless travel for future drives

Through this robust matrix of Fortress, Ambush, Spot, Intensive, and Cross-Country checks, Central Railway sends a clear message that ticketless and irregular travel will face zero tolerance. These initiatives are not merely revenue-protection drives but are crucial steps toward ensuring absolute fairness for honest, bonafide passengers and will continue with intensified rigor.

However, despite the best of efforts it is practically impossible to check every passenger and every train across the daily movement. 

As responsible citizens, It is also the duty of passengers to purchase appropriate tickets before boarding the train. o­nly self motivated behaviour can take this drive further and ensure proper service to all the commuters.

Central Railway appeals to all commuters to travel with valid tickets. Commuters are requested to co-operate with the ticket checking staff to help maintain a smooth, secure, and law-abiding transit environment across the Mumbai suburban network.
