Maharashtra Assembly Questions Developers’ Unpaid Property Taxes

If ordinary citizens fail to pay property tax, their property is seized and auctioned. However, questions have arisen about what action is taken when developers fail to pay.

Rajraheb Khan raised this issue in the assembly, pointing out that authorities like the Mumbai Metropolitan Region Development Authority (MMRDA) and Maharashtra Housing and Area Development Authority (MHADA) have an outstanding dues of INR 2,500 crore.

Khan’s concern received support from all-party corporators. Vishakha Raut suggested that a portion of the stamp duty collected by the Maharashtra government could be allocated to municipal corporations, generating revenue.

In 2017, the Jakat fund was closed, after which Uddhav Thackeray signed a memorandum of understanding (MoU). Agreements were made with 16 municipal corporations (including Brihanmumbai Municipal Corporation) under this MoU.

Sachin Padwal argued that the same rules applied to ordinary citizens should also apply to all authorities to ensure fairness.

Khan’s concern about property tax was supported, noting that facilities centers were opened for tax payment, but only one counter operates. Diksha Karkar questioned how bills could be paid on time if only one counter is run on a contract basis.

For Ward No. 25, Kandivli Thakur Village, bills were sent to developers for the period 2018–2022. However, no bills were sent for five years after 2022. Nisha Parulekar requested that since bills were sent late, penalties should not be imposed on the concerned parties.
