Gopal Shetty Urges BMC to Issue Occupation Certificates for All Buildings in Mumbai

Former BJP MP Gopal Shetty has urged the Brihanmumbai Municipal Corporation (BMC) Commissioner to grant occupation certificates (OCs) to all residential and commercial buildings in Mumbai. Many buildings in the city still lack OCs, causing residents to face issues such as higher water charges, difficulty obtaining loans, and legal uncertainties regarding their properties.

Shetty highlighted that while the government has approved schemes to issue OCs for some buildings, these currently apply only to select structures and exclude many others. He has called for an “OC for All” approach, requesting that certificates be issued regardless of floor-area limits and extended to both residential and commercial properties.

Thousands of residents continue to struggle due to delays or procedural gaps that prevent their buildings from receiving OCs. Without the certificate, residents face problems with water and electricity connections, property tax regularisation, and redevelopment approvals.

Shetty and a delegation of BJP officials also suggested updating the datum line used to determine eligibility for certain regularisation schemes from 1962 to at least 2000. This change would help more older buildings qualify for legal recognition and certification.

The BJP’s BMC representatives, including the group leader and district president, joined Shetty in the meeting to press these demands with the civic administration.
