The Maharashtra government has assured that it will positively consider the demand for providing one parking space per rehabilitated home to residents of the Naigaon and NM Joshi Marg BDD Chawl redevelopment projects, similar to the provision made for residents in the Worli BDD redevelopment.
The issue was raised in the Maharashtra Legislative Council by Shiv Sena MLA Sunil Shinde under Rule 93. Shinde questioned why residents of Naigaon and NM Joshi Marg were being denied the same parking benefit when all three BDD Chawl redevelopment projects are being undertaken by MHADA.
He also reminded the House that the Chief Minister had earlier assured residents that they would receive dedicated parking facilities as part of the rehabilitation project.
Responding to the discussion, Minister of State Pankaj Bhoyar said that under the Development Control and Promotion Regulations (DCPR), the norm is one parking space for every four housing units. However, considering residents' demands and available land, the government planned one parking space for every two housing units across the three redevelopment projects.
Bhoyar explained that the Worli BDD redevelopment project has sufficient land, making it possible to provide one parking space for each rehabilitated home. In contrast, land constraints at the Naigaon and NM Joshi Marg sites have limited parking allocation to one space for every two housing units.
MLAs Sunil Shinde and Anil Parab argued that if the government prioritised the issue, additional land could be identified to ensure one-to-one parking for residents. In response, Bhoyar said the government remains sympathetic to the concerns of BDD Chawl residents and will hold another meeting to explore a feasible solution despite the technical challenges.
While Worli's redevelopment includes podium parking, the Naigaon and NM Joshi Marg projects currently rely on basement parking due to space limitations. The minister assured the House that the government would revisit the matter and work towards an appropriate resolution.
