Mumbai experienced monsoon mayhem on September 4 wherein the entire city came to a standstill. In spite of the Brihanmumbai Municipal Corporation's (BMC) claim that many pumps had been installed at railway stations and the pre-monsoon preparations were all set, several people were stranded on railways and roads in the flood-like situation.
As it was impossible for vehicles to penetrate the affected areas, the National Disaster Response Force (NDRF) made use of inflatable boats to rescue people. Trains were not working for more than 12 hours and there was a huge surge in the pricing of cab service applications like Ola and Uber, which only added to the distress of the commuters.

It was the fourth time in this monsoon that Mumbai experienced a flood-like situation in which the primary reason was the overflowing of Mithi river. In order to prevent this situation in the next year, Mumbai Police claimed that they will be deploying special squad for transport woes during these situations and will further make use of more inflatable boats to rescue people.
Commissioner of Police Sanjay Barve further said that the city will get a new office for disaster control which will be similar to the office of Maharashtra CM Devendra Fadnavis which was inaugurated in 2015.
With the flood problems in the financial capital refusing to cease, this move by the civic authorities can either be classified as a preventive measure or an example of laxity in their attitude.
