27 Underground Parking Projects to Ease Mumbai’s Traffic Crisis

Mumbai is set to witness a major expansion of its parking infrastructure, with plans to construct 27 underground parking facilities—one in each administrative ward—to tackle the city's worsening parking crisis. The announcement was made by BJP Mumbai President and MLA Amit Satam during the Maharashtra Legislative Assembly's Monsoon Session.

Satam said the responsibility of identifying suitable open spaces for these projects has been assigned to the respective MLAs and local corporators in each ward.

Addressing Mumbai's Parking Crisis

Mumbai currently has over 50 lakh registered vehicles, with nearly 728 new vehicles added every day. However, parking infrastructure has failed to keep pace with this rapid growth. As a result, vehicles are routinely parked on both sides of roads, reducing road space and worsening traffic congestion.

To address the problem without acquiring additional land, the proposed parking facilities will be constructed beneath parks, playgrounds, and other open spaces. According to Satam, this approach allows the city to create much-needed parking capacity while preserving surface-level public spaces.

Funding Through the BMC Budget

The project was first announced in May 2026 during the presentation of the Mahayuti government's report on its first 100 days in power after assuming control of the Brihanmumbai Municipal Corporation (BMC).

A budgetary allocation for the initiative has been made in the BMC's 2026–27 budget. The project aims to ease Mumbai's parking shortage by developing underground parking facilities beneath existing open spaces.

Satam said the initiative revives a policy first formulated in 2018 during the tenure of then-Chief Minister Devendra Fadnavis, which had remained unimplemented.

At present, the BMC operates 37 authorised parking facilities across Mumbai with a combined capacity of 30,135 vehicles.

Ongoing Parking Projects Across Mumbai

Several parking infrastructure projects are already underway across the city.

Last month, redevelopment began on a public parking facility on Jagannath Sawant Road in Dadar (West). The upgraded facility will have the capacity to accommodate approximately 1,000 vehicles.

The BMC is also constructing its first underground robotic parking facility at Hutatma Chowk (Flora Fountain) in South Mumbai. The project, estimated to cost ₹200 crore, will have four underground levels and a capacity for 194 cars. An automated lift system will enable vehicles to be parked or retrieved in approximately three minutes.

In addition, two underground parking facilities, each capable of accommodating 200 vehicles, have been completed near the Mumbai Coastal Road at Worli Dairy and Worli Sea Face, opposite Bindu Madhav Thackeray Chowk.

Meanwhile, work is in progress on another underground parking facility with a capacity of 1,200 vehicles at Lotus Jetty, Haji Ali.

Past Projects Faced Public Opposition

Not all underground parking proposals have moved forward. In 2024, the BMC withdrew plans to build underground parking facilities beneath Raosaheb Patwardhan Park in Bandra and Pushpa Narsee Park in Juhu after facing strong opposition from local residents.

With the proposed ward-level parking projects now receiving budgetary support and renewed political backing, the BMC hopes to significantly improve parking availability and reduce traffic congestion across Mumbai.
