Navi Mumbai Civic Body Secures Fourth Rank in Statewide Digital Governance Assessment

The Navi Mumbai Municipal Corporation (NMMC) has secured fourth place in 29 municipal corporations in Maharashtra’s 150-day e-governance administrative reforms initiative.

The recognition was presented at a ceremony held in Mumbai. Chief Minister Devendra Fadnavis handed over the award during the event and NMMC Additional Commissioner Sunil Pawar accepted it.

The initiative evaluates civic bodies based on administrative efficiency, service delivery, and digital governance. Under the leadership of Dr. Kailas Shinde, the civic body has shown steady progress. Earlier, it had secured third place in the 100-day reforms programme.

Over the past year, the municipal corporation has expanded its online services. Citizens can now pay taxes, obtain birth and death certificates, submit complaints, and access civic information through multiple digital platforms.

Technological Enhancement

As part of the assessment, the official website was reviewed. It was found to have a user-friendly interface and updated information. It also has strong data security features. The website includes an effective search system and a grievance redressal mechanism that follows government rules.

The civic body has also integrated its services with the Aaple Sarkar platform. Along with 39 other municipal bodies, it offers 68 services online through the portal. This has helped reduce service delivery time by simplifying processes.

An e-office system developed by the National Informatics Centre is being used by more than 1,000 employees. This system has improved the speed, efficiency, and transparency of administrative work.

A real-time dashboard system has also been introduced. It provides integrated data from different departments. Officials use this system for regular review meetings and faster decision-making.

Artificial Intelligence (AI) Features

The municipal corporation has launched a multilingual chatbot service on WhatsApp. Citizens can use it to check eligibility for government schemes, pay water and property taxes, and receive updates.

Advanced technologies are also being used. AI tools help in sorting and resolving citizen complaints quickly. Blockchain technology is used to issue school leaving certificates in a secure and transparent way. It is also used to track plantation drives.

The civic body has developed more than 150 GIS layers for governance. These are used for tasks such as tracking vehicles in solid waste management, monitoring automated cleaning systems, and studying climate change impacts like sea level rise.
