In its endeavour to provide safe and comfortable travel to its bonafide passengers, Central Railway’s (CR) Mumbai Division has intensified its campaign against unauthorised travelling.
During FY 2025-26 (April 2025 to February 2026), Mumbai Division’s ticket checking teams have detected and penalised 16.16 lakh cases of irregular travel in Suburban & Mail & Express trains including AC locals and realised an amount of INR 71.31 crore as penalty.
This is an increase of 2% in no of cases against 15.90 lakh cases and increase of 4 % in amount against INR 68.56 crore realised last year.
Details of Cases & Penalty amount for the period April 2025 to February 2026 as follows:
•From AC locals - 1.10 lakh cases & INR 3.51 crore as penalty
•From First class coaches - 1.46 lakh cases & INR .4.66 crore as penalty
•From Second class coaches - 11.68 lakh cases & INR 58.60 crore as penalty
•From Difference of fares in Mail & Express trains - 50809 cases & INR 2.98 crore as penalty
•From Unbooked Luggage - 1.40 lakh cases & INR 1.56 crore as penalty.
AC locals
CR operates 94 AC local services, of which 14 services were introduced on the Harbour Line this year.
Special Ticket checking campaigns in AC locals have helped detection of 1.10 lakh cases and recovery of INR 3.51 crore penalty in FY 2025-26 with a daily average of 401 cases and recovery of INR 1.27 lakh.
This is in comparison to 89,799 cases and recovery of 2.96 crore last year which indicates a 23% rise in detection of cases and 18% rise in the penalty recovered.
February – 2026
During the month of February 2026, 1.65 lakh cases of irregular travel were detected and an amount of Rs.8.58 crore was realised as penalty.

•From AC locals - 12235 cases & INR 38.56 lakh as penalty
•From First class coaches - 12651 cases & INR 40.13 lakh as penalty
•From Second class coaches - 1.13 lakh cases & INR 6.68 crore as penalty
•From Difference of fares in Mail & Express trains - 16359 cases & INR 99.13 lakh as penalty
•From Unbooked Luggage - 10579 cases & INR 12.83 lakh as penalty.
Mumbai Division conducts frequent special ticket checking drives in Mail & Express trains and Suburban trains which not only help detect & penalise passengers travelling with irregular tickets, but also makes a huge impact in deterring others from travelling ticketless.
Central Railway appeals to passengers to travel with dignity and responsibility by purchasing proper and valid tickets to avoid inconvenience and penalties. The Railway reiterates its zero-tolerance policy towards ticketless travel and remains committed to ensuring that passengers enjoy a comfortable and dignified journey.
