State to Streamline Live Event Permissions with Single-Window Clearance System

A major step is being taken by the state government to simplify the approval process for live entertainment events, concerts, and related programmes. A single-window clearance system is set to be introduced, along with standard operating procedures, to bring greater clarity, coordination, and efficiency to the event approval process.

A 25-member committee has been constituted for the development of this system. The panel is being headed by the Principal Secretary and Director General of Information and Public Relations. Senior officials from police, traffic, municipal administration, fire services, archaeology, cultural affairs, public works, electricity, excise, revenue, rural development, energy, environment, public health, and other departments have been included. Representatives from the event organiser community have also been made part of the panel.

The committee has been assigned the responsibility of drafting a comprehensive and industry-friendly SOP. The framework is expected to be based on the Centre’s model for live event clearances. Through this SOP, all live events and concerts are expected to be covered under a standardised approval structure. Issues related to coordination among multiple departments are also expected to be addressed.

At present, event organisers are required to obtain several permissions from different agencies. Clearances are usually needed from departments such as fire services, police, electricity providers, taxation authorities, and civic bodies. In many cases, around 10 to 15 separate approvals are required before an event can be conducted. This process is often considered time-consuming and complicated.

Under the proposed system, all necessary permissions are expected to be granted through a single-window mechanism. This is likely to reduce procedural delays and make event planning more efficient. The initiative is also being aligned with the Centre’s broader approach to promoting India as a major destination for live entertainment.

According to the Government Resolution, the move is linked with the establishment of the Live Events Development Cell by the Centre. The state government’s decision is being seen as an effort to support the growing live entertainment industry and encourage smoother organisation of concerts and public events.

The DGIPR has been appointed as the nodal officer for live events, concerts, and related programmes. The office has also been directed to develop a dashboard and suitable digital system for the clearance process. For this purpose, an external agency will be appointed, and approval has already been granted by the state government for hiring such an agency. Overall, the proposed system is expected to bring transparency, speed, and uniformity to live event approvals in the state.
