CIDCO Unveils INR 16,250 Crore Budget for FY 2026–27; Focus on Infrastructure, Connectivity and Housing

The City and Industrial Development Corporation (CIDCO) has presented a INR 16,250 crore budget for the financial year 2026–27, with a strong emphasis on infrastructure expansion, regional connectivity and housing development in Navi Mumbai and its surrounding growth centres.

Balanced Finances with Projected Surplus

For FY 2025–26, CIDCO reported revised receipts of INR 9,774.23 crore and expenditure of INR 9,770.26 crore, resulting in a surplus of INR 3.97 crore. For FY 2026–27, receipts are projected at INR 16,250 crore and expenditure at INR 16,150 crore, with an expected surplus of INR 100 crore.

Focus on Infrastructure and Economic Growth

CIDCO Vice Chairman and Managing Director Vijay Singhal said the budget reinforces the corporation’s commitment to infrastructure, connectivity and quality housing. He noted that projects such as Navi Mumbai International Airport, Aerocity, EduCity and MediCity will position Navi Mumbai as a major economic and investment hub.

Navi Mumbai International Airport Becomes Operational

A major milestone has been the operationalisation of the Navi Mumbai International Airport, inaugurated by Prime Minister Narendra Modi in October 2025. The airport currently handles around 150 air traffic movements daily across 76 cities and nearly 19,000 passengers per day. International operations are expected to begin by the end of April 2026.

Major Connectivity Projects Underway

CIDCO has initiated several key infrastructure projects:

  • Metro Line 8 connecting CSMIA to NMIA
  • Metro Line 1A (Belapur–NMIA) and Line 2 (Pendhar–NMIA Terminal-4)
  • Thane–NMIA elevated corridor to cut travel time from 90 minutes to 30 minutes

Urban and Recreational Developments

The corporation is developing a 20,000-seat indoor entertainment arena in Navi Mumbai. The Kharghar Valley Golf Course has been upgraded to an 18-hole international-standard course, while a Unity Mall is being planned to promote regional products.

Theme-Based Smart City Vision

CIDCO is implementing specialised districts around NMIA:

  • Aerocity: Business and hospitality hub
  • EduCity: To host global universities
  • MediCity: International healthcare and research hub

NAINA to Drive Future Urban Expansion

Development of the Navi Mumbai Airport Influence Notified Area (NAINA), spanning 225 sq. km, is progressing as a major growth corridor with planned infrastructure and housing.

Boost to Economic Infrastructure

Plans include:

  • International Corporate Park in Kharghar
  • Integrated Logistics Park between JNPA and NMIA
  • Africa–India International Development Zone to enhance global trade ties

Water Supply Projects and Engineering Milestone

Major water projects such as Kondhane, Hetawane and Balganga dams are underway to boost supply. CIDCO also achieved a national record by excavating 812 metres of water tunnel in a month using a tunnel boring machine.

Affordable Housing Push

CIDCO launched 16,876 tenements in FY 2025–26, receiving strong response. A new housing scheme with around 19,300 units is planned for FY 2026–27. CIDCO stated that its long-term strategy will focus on integrated infrastructure, sustainable urban planning and citizen-centric growth, ensuring Navi Mumbai continues to evolve as one of India’s most progressive planned cities.
