Mumbai's 3 Massive Slum Clusters In Bandra, Wadala, Jogeshwari May Be Redeveloped Under SRA Plan

Mumbai could soon see the redevelopment of three large slum pockets under Maharashtra’s slum cluster redevelopment scheme. The Slum Rehabilitation Authority (SRA) has sent a proposal to the state government for the redevelopment of areas in Majaswadi, Behrampada and the Wadala Truck Terminal region. The exact project boundaries and the final number of hutments to be covered have not yet been decided.

The proposed projects are among the largest slum redevelopment plans in the city after the 101-acre Juhu Lane-Gilbert Hill project. Together, the three sites cover more than 850 acres.

One cluster is Antop Hill in Wadala. The area spreads across around 450 acres and has nearly 65,000 slum homes. The second site is Majaswadi in Jogeshwari East. It covers about 260 acres and contains around 50,000 slum homes. The third site is Behrambaug in Bandra East, which spans more than 140 acres and has nearly 12,000 slum homes.

The SRA has forwarded proposals for these cluster redevelopment projects to the Maharashtra government's high-powered committee. The proposals will now be considered as part of the state's cluster redevelopment programme.

Under the scheme, eligible slum residents will receive rehabilitation homes. Developers will compete for the projects through a bidding process. The bidder offering the highest land premium to the SRA will secure the redevelopment rights and receive the sale component of the project.

The slum cluster redevelopment scheme was launched by the Maharashtra government in November 2025. The programme was introduced to encourage planned redevelopment of large and continuous slum settlements measuring at least 50 acres.

The final size of these clusters has not been fixed, but the combined area of the three developments is reportedly expected to be more than 150 acres.

This comes after the SRA awarded the 101-acre Juhu Lane-Gilbert Hill slum cluster redevelopment project. The project was awarded to Reliance Industries Limited’s real estate arm, Reliance 4IR Realty Development Limited.

The Juhu Lane-Gilbert Hill project is expected to create more than 28,000 homes for eligible residents. The Reliance-led consortium secured the project after competing against major developers, including JSW Realty and Infrastructure and Shapoorji Pallonji Real Estate. 

The SRA has already identified 18 slum cluster sites across the city for redevelopment. These include areas near Govandi Railway Station, the Ghatkopar-Mankhurd Link Road flyover in Govandi, Shivaji Nagar in Govandi, the Golf Club area in Chembur, Trombay, Vikhroli Parksite, Ketaki Pada in Borivali and Konkan Nagar in Bhandup West.
