The directive has been issued to ensure that all eligible voters, including those working within the state and in areas bordering the state, are able to exercise their right to vote without any hindrance.
According to the circular, employees, officers, and workers who are registered voters in the constituencies where elections are being held must be granted a full day’s leave on the polling day. This also applies to voters who are employed outside their respective polling areas due to work commitments, so that they can return and cast their votes.
The order is mandatory for all establishments that fall under the jurisdiction of the Industries, Energy and Labour Department. This includes private companies, factories, shops, commercial establishments, residential hotels, restaurants, theatres, industrial undertakings, and other business establishments. The directive also applies to Information Technology (IT) companies, shopping centres, malls, retailers, and similar establishments.
In exceptional circumstances, such as employees engaged in essential services, hazardous operations, or public utility services, or in establishments where employee absence could cause significant operational or financial loss, a special voting concession of two to three hours must be provided instead of a full day’s leave.
In such cases, it will be the responsibility of the employer or establishment owner to ensure that employees are given sufficient time and opportunity to exercise their voting rights.
