Reliance 4IR Realty Development Limited has emerged as the successful bidder for Mumbai's first cluster slum redevelopment project, which will be implemented under the Slum Rehabilitation Authority's (SRA) Construction and Development Agency (C&D) model.
The project covers 101.36 acres in the C.D. Barfiwala Road area of Andheri and marks a significant step in the SRA's plan to redevelop large slum clusters through an integrated approach. The authority had invited bids for the redevelopment, and three major firms, Reliance 4IR Realty Development Limited, Shapoorji Pallonji Real Estate, and JSW Realty & Infrastructure Pvt Ltd, participated in the tender process.
Following the opening of the financial bids on Tuesday, Reliance emerged as the highest-ranked bidder. According to senior SRA officials, a proposal to finalise the tender will now be sent to the state government for approval. Once approved, Reliance will be formally appointed as the project's developer.
The cluster redevelopment model has been introduced to address challenges faced by several stalled slum rehabilitation schemes across Mumbai. Many projects have remained incomplete due to small land parcels, high population density, and the inability to provide adequate infrastructure and amenities within limited spaces.
Under the new approach, the SRA aims to redevelop larger slum clusters, ensuring better housing, improved infrastructure, and enhanced living conditions for residents. The authority is currently exploring the implementation of similar cluster redevelopment projects at 17 locations across the city.
The Andheri project is the first to move forward under this model. Of the total 101.36-acre project area, around 61.49 acres are occupied by slums. The redevelopment will rehabilitate approximately 14,000 slum dwellers and 16,061 residents living in private and other buildings, benefiting a total of 28,061 residents.
Officials said the detailed master plan for the project is yet to be prepared, following which the final design, infrastructure provisions, and redevelopment framework will be revealed.
