The Brihanmumbai Municipal Corporation (BMC) has announced plans to develop a tunnel-shaped aquarium within Byculla's Jijamata Park and Zoo, as part of the current financial year’s budget. However, before its launch, the project has sparked controversy.

Samajwadi Party MLA Rais Shaikh has raised objections, claiming that the estimated INR 65 crore cost is excessively high given the limited 5000 sq. ft. space allocated for the aquarium, located in front of the penguin enclosure.

Shaikh has written to BMC Commissioner Bhushan Gagrani, questioning the feasibility of the project in such a narrow space, citing concerns about overcrowding and potential safety risks, including the possibility of a stampede. He also pointed out that the low ceiling height of less than 20 feet may hinder visitors' experience.

Further, he has alleged irregularities in the tender process, noting that only one bidder participated, and has demanded the immediate cancellation of the tender. He has also called for an investigation into officials and consultants responsible for the project's planning.

Shaikh has suggested an alternative location for the aquarium on Mafatlal Mill land, warning that its current placement could become a "death trap" in the future.
