The Brihanmumbai Municipal Corporation (BMC) House witnessed chaotic scenes on Thursday as BJP, Shiv Sena and Congress corporators clashed during a heated discussion over a proposal concerning the civic body's school adoption policy.
The commotion broke out during deliberations on a proposal moved by Congress corporator Haider Ali Shaikh, leading to sharp exchanges between the ruling alliance and opposition members.
The proposal, which was originally submitted by Shaikh on February 16, 2026, called for the immediate withdrawal of the BMC's policy of allowing private organisations and non-governmental organisations (NGOs) to adopt municipal schools. The matter was taken up for discussion in the civic House, triggering a heated confrontation between members.
The BMC has been implementing its school adoption policy since 2007. However, Shaikh's proposal alleged that some adopting organisations had appointed teachers who had not cleared the mandatory Teacher Eligibility Test (TET).
The proposal stated that, in accordance with the Central Government's education policy and court directives, appointing TET-qualified teachers at the primary and upper primary levels is mandatory. It warned that employing unqualified teachers could adversely affect the quality of education provided to students.
Shaikh also pointed out that the BMC has introduced schools affiliated with ICSE, CBSE, IB and Cambridge IGCSE boards, which have received a positive response from parents and led to an increase in student enrolment. As a result, the civic body is now facing a shortage of school buildings.
The resolution urged the Municipal Commissioner to review the school adoption policy, revoke it immediately, and submit a detailed report on the matter.
The discussion on the proposal soon turned confrontational, with Congress and ruling party corporators engaging in heated arguments. The atmosphere inside the House escalated rapidly during the debate.
According to reports, some Congress corporators, expressing their anger, rushed towards the Mayor's dais, leading to a brief period of disorder in the House.
Leader of the House Ganesh Kanakhar strongly condemned the incident, saying such conduct does not befit the dignity of the civic House. He appealed to all members to uphold the discipline and traditions of the House.
The disruption temporarily affected the proceedings of the BMC House before order was restored.
