The Maharashtra government will now allow civic bodies and planning agencies to take over unfinished Slum Rehabilitation Authority (SRA) projects in the Mumbai Metropolitan Region (MMR). This decision is expected to bring relief to many tenants who have been waiting for their homes for years.

A government resolution (GR) announced recently by the state housing department states that all municipal bodies, including the Thane Municipal Corporation (TMC) and Brihanmumbai Municipal Corporation (BMC), as well as planning authorities like MMRDA, MHADA, and CIDCO, are now permitted to invest in and complete these projects.

These civic bodies or planning authorities will need to enter into a joint venture (JV) with the SRA, which will continue to function as a planning authority. The JV will first need to create rehabilitation tenements before creating saleable ones.

The local body or planning agency will have the authority to decide how much the saleable tenements will be worth. However, the order mandates that these tenements must be offered at fair market value.

If a developer fails to complete a project, the agency will need to follow all current rules for replacing them. It will also be required to continue paying rent on a monthly basis to tenants who were displaced after their homes were demolished.

The agency will need to estimate the amount of construction completed on a future SRA project and reimburse the concerned developers accordingly.

The state administration has also decided to form a high-level committee that will approve all such initiatives. This 8 member committee will be led by the secretary of housing and include the SRA CEO and the secretary of urban development, among others.
