In a significant move aimed at transforming the prison system, the Maharashtra government has introduced a series of reforms to improve the conditions for inmates. These reforms come as part of the ongoing efforts to shift the focus of incarceration from retributive deterrence to reformation and rehabilitation. A Hindustan Times report mentioned that these initiatives include the provision of smart card phones, simplified parole application processes, enhanced food options, and the establishment of creches for the children of female undertrials.
Improving Communication
Smart Card Phone Facility To facilitate better communication between inmates and their families, the Maharashtra prisons department has launched an experimental smart card phone facility. Forty smart card phones have been installed across various jails, allowing inmates to make three ten-minute calls per month. This initiative was prompted by the increased incidents of phones being smuggled into jails during the Covid-19 pandemic. The department plans to expand this facility to all 58 jails in the state, with a future focus on introducing video-calling options.
Enhanced Facilities for Inmates
Recognizing the deteriorating conditions faced by inmates, the government has taken steps to provide essential amenities. Previously, inmates like Father Stan Swamy, who suffered from Parkinson's disease, were denied basic necessities. However, following a court application, he received a mattress, bedsheet, pillow, walker, walking stick, and commode. Additionally, prisoners above the age of 50 and those with ailments can now avail themselves of facilities like mattresses, pillows, and hot water for bathing, albeit at their own expense.
Shifting Focus - Rehabilitation and Reform
A notable change in approach has been observed, as jails are now viewed as correctional centers rather than places of retributive punishment. Union Home Minister Amit Shah emphasized this shift during the 6th All India Prison Duty Meet in 2022, acknowledging the historical abuse in India's incarceration system, which was originally designed by the British to suppress political prisoners. With this change in mindset, the government aims to provide rehabilitative and reformative opportunities to prisoners, ensuring their successful reintegration into society upon release.
Streamlined Parole Application Process
n order to simplify the parole and furlough application procedures, the Maharashtra prisons department is working on streamlining the process. This will enable eligible inmates to seek temporary release for various reasons, such as medical treatment or family emergencies. The move aims to ensure fair and efficient consideration of applications, promoting a more humane approach to incarceration.
Improved Food Options
Recognizing the importance of nutrition, the government has invited suggestions from inmates to enhance the quality and variety of food served in jail canteens. This initiative seeks to address the well-being and dietary requirements of prisoners. By involving inmates in decision-making, the authorities aim to create a more inclusive and healthier environment within the prison system.
Child Welfare
Creches for Undertrial Inmates' Children: In an effort to support the children of female undertrial inmates, the Maharashtra prisons department, in collaboration with NGO Aangan, has established creches outside prison walls. These creches provide a nurturing environment for the children, enabling them to interact with other children and gain exposure to the outside world. The initiative focuses on their holistic development and aims to equip them with necessary skills for their future.
