In a significant move, Maharashtra's Urban Development Department (UDD) has suggested an amendment to the Development Plan (DP) to pave the way for transit-oriented development (TOD) on the Metro 3 route. This underground metro line is under construction by the Mumbai Metro Rail Corporation Limited (MMRCL). It will change the city's transportation and urban landscape.

The amendment will allow builders to receive a higher Floor Space Index (FSI) for projects developed that are in the 500-metre vicinity of the metro line. The condition is that they should be connected with vestibules. This will alleviate road traffic congestion, as residents of these new developments and office workers will have direct access to the corresponding metro stations.

The Metro 3 line, which will connect Aarey colony and Cuffe Parade, is also expected to extend to Navy Nagar. The TOD zone will be defined by the municipal commissioner in the coming two months. The Mumbai Metropolitan Region Development Authority (MMRDA) and MMRCL will assist the Brihanmumbai Municipal Corporation (BMC) with the necessary things and technical support to inspect the area and make the next steps.

Reports suggest that a similar recommendation was made in the 2015 draft DP. It was then rejected because of the opposition from certain sections. It will have the potential to facilitate greater construction near metro stations and benefit large properties exceeding 10,000 square metres.

The Mumbai Metro Line 3, also known as the Aqua Line, is a 33.5-kilometre under-construction metro line, primarily underground. It will connect Cuffe Parade to Aarey Colony with 27 stations. The line is being built by the Mumbai Metro Rail Corporation Limited (MMRCL), a joint venture of the Government of India and the Government of Maharashtra.
