
During the hearing, the court was informed that the Brihanmumbai Municipal Corporation (BMC) and the Maharashtra government have yet to effectively regulate street vending in the city, resulting in continued encroachments on public footpaths and roads.
Petitioners argued that the absence of a clear and uniform hawking policy has created ongoing challenges for citizens as well as authorised vendors. The court observed that repeated delays in execution have hampered efforts to bring order to street vending activities.
The issue is linked to key requirements, including the identification and regulation of hawkers, the functioning of Town Vending Committees, removal of illegal encroachments, and the implementation of a comprehensive policy framework.
The High Court has previously expressed dissatisfaction over the slow progress and has directed authorities to take concrete steps toward proper enforcement and verification of vendors.
The matter remains under judicial consideration, with the court continuing to monitor compliance and seek updates from the civic body and the state government.
