The Brihanmumbai Municipal Corporation (BMC) is set to start processing construction and demolition (C&D) debris at two new upcoming plants in Mumbai. The plants will be located in the eastern and western suburbs of Mumbai. They will handle 1,200 tonnes of waste daily.

One plant will be located in Gorai to manage waste from the western suburbs. The other, at Shilphata, will handle waste from the eastern suburbs and the island city. These plants will process debris from building sites scientifically.

BMC has decided to align funds of INR 230 crore in this year's budget for the plants. The plants are being built under the "tipping fee model." Under this model, the contractor is paid on a per-tonne basis.

Each plant will process at least 600 metric tonnes of C&D per day and have a processing capacity of at least 70 metric tonnes per hour. The processed waste will be turned into precast goods like paver blocks and other items, which the contractor will sell.

The BMC will pay the contractors a user charge of INR 1,415 and INR 1,425 per tonne for transporting the garbage to the Gorai and Shilphata plants, respectively.

The contractors will be responsible for the collection, transportation, processing, and disposal of C and D garbage for 21 years. This includes debris from unclaimed debris and 'debris on call' services. A consultant, along with municipal officials, will also be assigned by the BMC to oversee the plant's commissioning.
