Maharashtra’s prison system is under increasing strain as the number of inmates continues to rise, pushing several jails across the state far beyond their approved capacity. The problem is particularly severe in the Mumbai Metropolitan Region (MMR), where major facilities such as Arthur Road Central Jail, Byculla Jail, Taloja Jail and Thane Central Jail are struggling to manage overcrowded conditions.

The situation has created significant challenges for prison authorities, affecting infrastructure, security, sanitation and the overall welfare of inmates.

New Mankhurd Prison Planned to Reduce Pressure

To address the growing pressure on existing prisons, the state prison department is looking ahead to the proposed construction of a new prison facility in Mankhurd. An 11-acre encroachment-free plot has already been allocated for the project, and officials expect construction activities to progress over the next two to three years.

The upcoming facility is expected to provide some relief to overcrowded prisons in the Mumbai region, though officials acknowledge that immediate solutions are still needed.

Arthur Road Jail Operating at Over Three Times Capacity

Arthur Road Central Jail, one of Maharashtra’s most prominent prisons, highlights the severity of the overcrowding issue. Built during British rule in 1926, the prison is spread across six acres and has a sanctioned capacity of 999 inmates.

However, it currently accommodates around 3,410 prisoners — more than three times its official capacity.

The jail’s possible redevelopment has raised another major concern: where will inmates be shifted during construction? Nearby prisons are already facing overcrowding, leaving limited options for temporary relocation.

Thane, Taloja, Kalyan Jails Under Pressure

Other major prisons in the region are facing similar challenges.

Thane Central Jail, which was designed to hold 1,086 inmates, currently houses nearly 2,936 prisoners. Taloja Jail in Navi Mumbai, with an approved capacity of 2,124, has around 2,949 inmates. Kalyan Jail is also operating beyond capacity, with approximately 2,025 prisoners.

Officials point out that these facilities continue to receive a large number of inmates because of their locations near courts. This makes the movement of undertrial prisoners easier and more secure. However, transferring inmates to distant prisons could increase transportation difficulties and security concerns.

Shortage of Staff Adds to Prison Challenges

Apart from overcrowding, Maharashtra’s prisons are also dealing with a shortage of manpower. The lack of adequate staff has made prison management more difficult, especially with rising inmate numbers.

Overcrowded conditions have resulted in concerns over sanitation, availability of water, healthcare facilities and the increased possibility of disease outbreaks among inmates.

Maharashtra Prison System Running at 173% Occupancy

Maharashtra currently has nine central prisons, 51 district prisons across different categories, 19 open prisons, three women’s prisons, one open colony, a juvenile correctional facility and prison hospitals.

Together, these facilities have a sanctioned capacity of 24,722 inmates. However, the actual prison population stands at around 42,727, pushing occupancy levels to nearly 173% of capacity.

The inmate population includes approximately 41,007 men, 1,707 women and 13 transgender prisoners.

A large proportion of those behind bars are undertrial prisoners. Many remain in custody for extended periods, often due to financial difficulties that prevent them from securing timely legal assistance or bail.

With overcrowding continuing to grow, authorities are hoping that new infrastructure, including the planned Mankhurd prison, along with administrative reforms, will help ease pressure on Maharashtra’s strained prison system.
