Navi Mumbai Police used a new method called the Nelson System to increase the crime conviction rate. This technique proved to be beneficial as the crime conviction rate of Navi Mumbai Police increased by 6% in 2023. Nelson System aimed at improving investigation by the personnel between the ranks.

Under the Mission Conviction Initiative, which was taken up by the police, they implemented the Nelson System, which revolves around a 1-1-1 system, which means one police station, one official, one case. Under this process, every investigation officer at every police station would get one case each month on a rotational basis.

While addressing the annual press conference, Navi Mumbai Police Commissioner Milind Bharambe said that he thinks the Nelson method will result in a fair distribution of work. As IG, he had put it into practice in each of the Chhatrapati Sambhaji Nagar Range's four districts. As soon as he assumed control of Navi Mumbai as Commissioner of Police, he believed that the m-POLICE application and the system would be the best means of maintaining peace and order in the satellite city while also increasing the conviction rate.

He said he was glad the system was working so well and that police officers were utilising the technology to their fullest potential.

All police officials, ranging from police naiks to inspectors and senior inspectors, received their training at Detective Training School (DTS) Nashik in accordance with the system, he stated. The system mandates that every case that an officer investigates must be concluded within sixty to ninety days.

The police chief said that more time spent on detection has improved the quality of the investigation and timely compliance with documentary processes.

In 2022, a total of 3,676 cases (50%) were resolved out of the 7,364 cases that were registered. After the Nelson System was introduced in mid-2023, 64% of the total cases registered that year were resolved by the end of the year. In 2023, a total of 7,836 cases were registered, of which 5,003 were solved.

The Navi Mumbai Police Commissioner further added that Ten to fifteen investigation officers (IOs) typically work in a police station with one hundred employees; nevertheless, given the volume of cases, this number occasionally becomes inadequate. To enhance convictions and ensure thorough investigations, every police station has to hire more investigation officers. With the adoption of this new method, additional police station employees can be utilised for investigations that can contribute to the case's timely resolution.

Apart from improving the crime conviction rate, the system was also helpful in improving the recovery rate of valuables. It was 49% in 2022 and grew to 60.5% in 2023. With a 50% detection rate, Navi Mumbai police recovered valuables worth INR 10.84 crore out of the INR 17.91 crore in valuables taken from citizens in 2023. In contrast, valuables valued at INR 8.46 crore were recovered in 2022 out of a total of INR 16.99 crore that had been taken, with a 33.2% detection rate in cases involving property violations.

Detections of other criminal activities, like robbery, dacoity, crime against women, economic offences, cyber cell offences, offences under the NDPS Act, etc., have also increased significantly, said Bharambe.
