The University Grants Commission (UGC) is the apex body that governs all the major universities and institutes in the country. It had developed a plagiarism detection software- URKUND 2 months back and had handed it over to the major universities.

However, it has come to light that Mumbai University still doesn't use the software. Moreover, out of all the thesis that are submitted to the University, it hands over 350 PhD degrees annually to its students without any digital plagiarism detection test. 

Notably, other renowned universities across the country like Madras University, Anna University, Savitribai Phule Pune University, Benaras Hindu University and Allahabad University have been using plagiarism detection software like URKUND since the last two years.
