Nursing home cannot deny treatment to a critically ill patient; Directorate of Health directs IMA

If a critical accident patient, a person suffering from a heart attack or any other critical condition comes to the nursing home, he should be given priority treatment irrespective of his financial condition. Following which, he should be shifted to a nearby big hospital, the directorate of health has given instructions in a recent meeting with the Indian Medical Association (IMA).


A meeting was held between the Directorate of Health and the IMA regarding the 'Clinical Establishment Act' through face-to-face and teleconference. More than 170 'IMA' members from the state attended this meeting. In nursing homes, priority should be given to treating critically ill patients and saving their lives. The financial capacity of the patient should not be considered while doing this primary treatment. After his condition stabilises, he should be sent to the nearest hospital with a medical note. The Directorate of Health instructed the IMA to strictly follow the rules of the 'Golden Hour' method of treatment.


Every nursing home in the state must provide basic emergency facilities with trained medical and paramedical staff as per their scope of service. The directorate suggested that every nursing home should make efforts to enhance its facilities and skilled professionals to save the lives of patients in emergencies and disasters. The Directorate of Health has also directed to provide necessary facilities for providing emergency facilities in Nursing Homes.

Demand for change in some rules

It is our responsibility to provide first aid to any patient in critical condition. However, when a patient who has suffered a heart attack or a patient who has broken an arm or leg in an accident is taken to the nearest nursing home, if there is no cardiology department or orthopaedic department, the patient is less likely to receive proper treatment. Therefore, the rule of keeping the patient in a nursing home should be relaxed until his condition stabilises. Also, if a nursing home has three to four beds, it will not be possible to provide a bed for a critical patient. Therefore, IMA Secretary Santosh Kadam informed that this condition should be made for hospitals with more than 50 beds.


Display charges of facilities

The Directorate of Health has instructed the 'IMA' to display the charges of all the facilities provided to the patients in the nursing homes on the front panel. The directorate directed to give detailed information about entry fee, per day charge of bed and intensive care unit, doctor, assistant doctor, anaesthetist charge, surgery room charge, nurse charge, multiparameter monitor charge, diagnostics charge, ventilator charge, X-ray and sonography charge.
