As per the Indian railway rules, able commuters cannot commute in the handicap compartment and second-class pass holders in the first-class compartment. However, it has been observed that just like other people, police too travel in the first-class compartment without a ticket. However, now no police personnel will be able to travel in first-class without a ticket as Police Commissioner Datta Padsalgikar has ordered the same.

Every day, nearly lakhs of people travel in local trains in designated first-class, second-class and handicap compartments. However, during peak hours, a lot of able commuters and police personnel travel in handicap compartments. When this became frequent, police were restricted from travelling in handicap compartment as a lot of times, police officials used to travel off-duty.  

Slowly and steadily, police started travelling in the first-class compartment without a ticket. Upon asking ticket, they used to get away by mentioning that they belong to police force. However, this did not go for long and TC and police personnel started arguing over the same. To ease off the tension, Padsalgikar ordered that no police personnel will travel in the first-class compartment and he added that action will be taken against such personnel.
