BMC Budget 2026: Civic body tables INR 4,248 Cr Education Budget, Focuses on Holistic Learning, Infrastructure

After implementing ‘Mission Sampoorna’ under the National Education Policy (NEP) 2020 in 2025-26, the BMC has now announced the launch of ‘Mission Safal’ in the coming academic year.

The Brihanmumbai Municipal Corporation (BMC) on Wednesday, February 25, presented the education budget for the financial year 2026-27. A total provision of Rs 4,248.08 crore has been proposed in this. This is a significant increase compared to INR 3,674 crore in 2025-26.

According to the civic body, the revenue budget for 2026-27 is INR 3,758.08 crore, compared to INR 3,544.34 crore last year. The capital expenditure has been proposed at INR 490 crore. Last year, it was Rs 411.30 crore, which was later revised to INR 386.78 crore.

After implementing ‘Mission Sampoorna’ under the National Education Policy (NEP) 2020 in 2025-26, the BMC has now announced the launch of ‘Mission Safal’ in the coming academic year. This initiative aims to achieve holistic development of students by integrating co-curricular activities with the curriculum.

Major initiatives and budgetary provisions

1. Teacher training – Rs. 2.40 crore

Teachers will be trained for updated curriculum and modern teaching methods in line with NEP 2020.

2. Library upgradation – Rs. 5 crore

School libraries will be stocked with academic and competitive examination materials and infrastructure will be improved.

3. Meritorious student assistance – Rs. 19 lakh

Students who score more than 90% marks in class 10 in BMC schools affiliated to CBSE, ICSE, IB and Cambridge boards will be given financial assistance of Rs. 25,000 or tuition fee (whichever is higher).

4. Promotion of cultural and co-curricular activities

Separate funds for music education

Rs. 1 crore for primary schools

Rs. 35 lakh for secondary schools to purchase instruments such as harmonium, tabla, keyboard, sound system. Also, a one-day camp will be organized for music teachers.

As many as 9,480 students will participate under the Road Safety Patrol (RSP) program. Disaster management training will be continued for classes 6 to 10 and a total provision of Rs 17 lakh has been made for this.

5. Promotion of digital education

Expansion of astronomy laboratories in 40 schools – Rs 3 crore

Distribution of tablets to 19,317 students of class 9 – Rs 21.83 crore

6. Inclusion of gamified education apps

Digital classrooms in 7,953 classrooms in 1,203 schools – Rs 24.46 crore

Expansion of ‘Jadui Pitara’ initiative for primary classes – Rs 2 crore

7. Infrastructure and security measures

A provision of Rs 340 crore has been made for repair, improvement and reconstruction of schools. Out of the 72 ongoing works, 57 works are expected to be completed by March 2026.

A fund of Rs 42 crore has been reserved for installing CCTV in the school premises for the safety of students.

8. Student Welfare Scheme

Free Educational Materials – Rs 150.57 crore

The process of purchasing materials for the next two academic years is underway.

9. Free BEST bus service – Rs 8.70 crore

Over 9,600 students benefitted through ‘Chalo Card’.

10. Grant to aided private schools

Rs 450 crore for salary

Rs 240 crore for retirement pension

11. Grants and arrears from the state government

INR 643.80 crore is expected to be received as 50% grant for primary education and Rs 246.08 crore for salary for secondary education. However, the BMC has stated that an arrears of Rs 7,241.38 crore are still pending from the state government and follow-up is underway.
