The Brihanmumbai Municipal Corporation (BMC) has proposed to prepare a Local Area Plan (LAP) for the vicinity of Mumbai Metro Line 3 stations. The proposal will be placed before the standing committee for approval on Wednesday, March 18.

As per the proposal, the BMC will analyse land use using satellite imagery, surveys, traffic counts, parking assessment and traffic movement mapping. This will be verified through an actual site visit.

In this, the planners will prepare land use maps, condition analysis reports and plans of important roads ranging from 12 to 45 meters wide. The condition, components and development constraints of the roads will also be assessed. Road design proposals and cost estimates will be prepared, excluding beautification works.

A separate LAP will be prepared for each metro station. It will include existing land use, planning proposals, development policies, infrastructure improvements, road design, cost estimates and implementation plan.

Finally, the civic body plans to compile integrated project reports combining local area plans, traffic circulation plans and road layout plans for identified areas.

The municipal officials said, “The transport plans will be prepared by studying land ownership, plot sizes, road and household surveys, as well as traffic, pedestrian and parking patterns.” This will lead to a draft integrated LAP that will serve as a guide for future development.

In the first phase, LAP will be prepared for four stations as per the Transit Oriented Development (TOD) policy under DCPR 33(23). Administrative approval has already been received for this.

The cost of this phase is estimated at INR 1.37 crore (INR 34.40 lakh for each station) and is GST-free. The remaining stations will also be spent at the same rate, with an additional 10% provision.
