Issuing fresh COVID-19 guidelines on Friday, February 25, Union Home Secretary Ajay Bhalla suggested implementing the risk assessment-based approach on the opening of various economic activities.

The Union Home Ministry also urged states and union territories to consider relaxing curbs for social, sports, entertainment, academic and religious events as well as night curfew hours in view of the substantial decline in the number of cases.

The ministry also sent a letter to all Chief Secretaries of states and UTs giving a nod to several events and activities. However, the relaxations would be subject to an analysis of the local situation.

It also stated that the opening of economic activities as a part of revised COVID-19 protocols will be valid till March 31.

Here are the new guidelines:

  • Relaxations on various activities including social, sports, entertainment, academic, cultural, religious, festivals related gatherings can be considered
  • Night curfew can be relaxed across all states and UTs
  • Limitation on maximum number of people attending wedding ceremonies as well as funerals can also be removed
  • Restrictions on public transport as well as travel restrictions from one state to another will also be lifted
  • Government as well as private offices, schools and colleges can resume offline as per pre-COVID schedule. However, the Centre in the advisory also asked the states to continue with hybrid model – online and offline - for schools.
  • Restaurants and bars, theatres, spas, parlours, gymnasiums and other commercial activities can operate fully without any restrictions
  • Wearing of masks, maintaining social distancing, hand hygiene and ventilation in closed spaces, as mandated in the National Directives for COVID Management, should continue to be enforced
  • Meanwhile, continuation of testing and surveillance, clinical management, vaccination to take place similarly
