Mumbai Division of Central Railway has intensified its ticket checking drives to curb ticketless and irregular travel, resulting in the recovery of INR 13.13 crore from 2.10 lakh cases of passengers travelling without tickets or without proper tickets during the period 01.06.2026 to 09.07.2026.

Before and After increase in penalty

During the period 01.06.2026 to 19.06.2026, ticket checking squads detected 1.14 lakh cases of ticketless and irregular travel, recovering INR 6.15 crore under the then prevailing minimum penalty of INR 250.

To deter passengers from travelling without valid tickets and to encourage greater compliance with ticketing rules, the Ministry of Railways enhanced the minimum penalty for ticketless travel from INR 250 to INR 500 with effect from 19.06.2026. Following the revision, Mumbai Division continued its intensive ticket checking drives and detected 96,026 cases during the period 20.06.2026 to 09.07.2026, recovering INR 6.98 crore in penalties.

AC locals and First Class checks:

CR presently runs 120 services of AC locals. Special checks in addition to regular checks are organised to curb ticketless travel in AC locals and First class compartments. The total amount realised as penalty includes INR 78.31 lakhs as penalty from 18756 cases in AC locals and INR 53.31 lakhs from 13198 cases in First class coaches.

The sustained enforcement reflects Central Railway's commitment to curbing ticketless travel, protecting railway revenue and promoting a culture of responsible travel. Mumbai Division conducts frequent special ticket checking drives in Mail & Express trains and Suburban trains which not o­nly help detect & penalise passengers travelling with irregular tickets, but also makes a huge impact in deterring others from travelling ticketless.

Travelling without a valid ticket is an offence under the Railways Act and attracts penal action. Ticketless travel also affects railway revenue, which is utilized for improving passenger amenities, safety and infrastructure.

Central Railway appeals to passengers to travel with dignity and responsibility by purchasing proper and valid tickets to avoid inconvenience and penalties. The Railway reiterates its zero-tolerance policy towards ticketless travel and remains committed to ensuring that passengers enjoy a comfortable and dignified journey.
