Mumbai's Slum To Get Cluster Redevelopment Under SRA

The Cabinet meeting approved the implementation of the Slum Cluster Redevelopment Scheme through the Brihanmumbai Slum Rehabilitation Authority for the development of slums located on large private, government, and semi-government land in the Mumbai region. The meeting was chaired by Chief Minister Devendra Fadnavis.


Mumbai also has slums, including old dilapidated buildings and structures, buildings occupied by tenants, unsuitable sites for construction, and some slums. This Cluster Redevelopment Scheme will be implemented to redevelop such areas in an integrated and sustainable manner, from an urban planning perspective. This will ensure the development of all civic amenities in a modern and scientific manner, and improve the quality of life of the residents. A special cluster redevelopment scheme has been prepared for this purpose. As per the provisions of this scheme, the Slum Rehabilitation Authority will be the nodal agency for the Slum Cluster Redevelopment Scheme.


The Slum Rehabilitation Authority will identify a cluster of land with a minimum contiguous area of 50 acres, comprising more than 51 percent of the slum area. The cluster area identified by the Chief Executive Officer, Slum Rehabilitation Authority, Greater Mumbai, will receive the approval of a high-level committee headed by the Additional Chief Secretary, Housing, and subsequently, approval by the government.


The redevelopment plan will be awarded to a government agency for implementation through a joint venture or a private developer appointed through a tender process. If a developer has more than 40 percent of the total area of such a cluster redevelopment plan, the decision to implement the cluster redevelopment plan through the developer will be taken on the recommendation of the high-level committee with prior government approval.


In the case of land belonging to the Central Government and its subordinate undertakings, if the Central Government/concerned undertakings give their consent, the land will be included in the slum cluster redevelopment plan.
