Applicants are currently facing many difficulties in obtaining caste certificates and caste validity certificates. However, now a computerised online system is going to be developed to make this process faster and easier. The Maharashtra government has approved this proposal in principle, and the system will be implemented within the next month.
It is mandatory for Scheduled Castes, Scheduled Tribes, Deemed Castes, Nomadic Tribes, Other Backward Classes and Special Backward Classes to submit a caste certificate and caste validity certificate to avail government jobs, educational admissions, electoral reservation and other government schemes. The current process involves many difficulties with the completion of documents and delays in obtaining certificates, causing great hardship to the applicants.

In this backdrop, Dr. Babasaheb Ambedkar Research and Training Institute (BARTI) and Tata Consultancy Services (TCS) had proposed to develop a computerized system to issue caste certificates and caste validity certificates in a single step. Chief Minister Devendra Fadnavis had instructed all administrative departments to prepare a 100-day action plan. In line with this, the BARTI submitted this proposal to the government after detailed discussions in meetings held in January and February.
The system will have a rule-based interface to guide a citizen in requesting an application related to his/her locality. The system will have Artificial Intelligence (Ai) based integration with Aadhaar. This will check for basic information like name, father's or husband's name, place of origin mentioned in Aadhaar and will have integration with Digi Locker for document verification.
