The Bombay High Court has stayed the allotment of around 26,000 houses under a housing scheme launched by CIDCO in Navi Mumbai, raising serious concerns about affordability and fairness.

The court observed that the scheme, which was intended for economically weaker sections (EWS) and low-income groups (LIG), had become inaccessible due to steep price increases, with some flats reportedly costing as much as INR 74 lakh instead of the expected INR 34 lakh.

It criticised the eligibility criteria, noting that individuals earning above INR 6 lakh annually were allowed to apply, creating an uneven playing field where wealthier applicants could compete with genuinely needy citizens. The court also pointed out that applicants were only required to not own property in Navi Mumbai, allowing those with assets elsewhere to benefit from the scheme.

Calling the policy arbitrary and unjust, the court ordered a temporary halt on allotments and directed that beneficiaries should not pay the full amount until further review, emphasising that housing schemes must genuinely serve the purpose of providing affordable homes to the intended sections of society.
