Mumbai Traffic Police collected INR 556.42 crore in fines through the “One State One Challan” digital platform between January 1, 2024, and February 28, 2025. This information came to light after an RTI application was filed by activist Anil Galgali.

During the same period, the online portal received 181,613 complaints related to e-challans. Out of these, 107,850 complaints were rejected. This means about 59 per cent of the complaints were not accepted for resolution.

Galgali had asked for data on online complaints filed against e-challans. In response, the Mumbai Traffic Police said the platform does not show a breakdown by vehicle type. So, it is not possible to track complaint trends for different categories like two-wheelers, four-wheelers, goods vehicles, or passenger cars.

All online complaints are verified by the multimedia department at the Traffic Police Headquarters in Worli. They check the submitted photos of the vehicle and the location for clear proof. 

If the proof is clear, a decision is made. If the images are unclear or not strong enough, the case is sent to the local traffic division or police station. After they verify it and send a report, the final decision is taken on whether the challan should be kept or cancelled.

In a report by FPJ, Galgali said the system must be more transparent. He said that every complaint should be checked properly and that people should get a fair chance to present their side.
