Nearly 13 Lakh Slum Homes Identified in Mumbai Through Citywide Biometric Survey

The survey will be used to identify eligible beneficiaries for rehabilitation housing. It is also used to assess the total number of slum homes in the city and to plan redevelopment projects.

The Slum Rehabilitation Authority (SRA) has surveyed 884,368 slum dwellings across 2,599 slum clusters in Mumbai till December 2025. Out of the surveyed homes, 610,382 households have completed biometric verification by submitting documents and fingerprints.

The exercise will now continue till 2026, despite the deadline was the end of 2025. Estimates say that Mumbai may have nearly 13 lakh slum dwellings in total. The survey will be used to identify eligible beneficiaries for rehabilitation housing. It is also used to assess the total number of slum homes in the city and to plan redevelopment projects. 

Once the survey is completed, the collected data is shared with the authority that owns the land. This could be the collector, the Brihanmumbai Municipal Corporation (BMC), or MHADA. The land-owning authority decides eligibility, while the survey supports planning and execution of slum projects.

As per reports, there is a gap between the number of houses visited and those that have completed biometric verification. Sometimes, survey teams also face resistance from residents even though each home is given a unique identification number. 

The survey has been underway since 2016. Officials said the delay is due to the time taken to convince residents and ensure full coverage. Initially, the SRA conducted biometric surveys first and followed them with GIS mapping. 

In 2021, the approach changed and authorities carried out a drone survey of the entire city. At that time, nearly 3 lakh homes had already been surveyed, leaving more than 10 lakh to be covered. The survey does not include slums in Dharavi. Slums located on central government land, railway land, defence land, and forest land are also excluded. 

After 2021, 4.53 lakh slum dwellings were surveyed. Of these, 4.26 lakh are located on private or state-owned land. Around 15,000 dwellings are on BMC land, while about 11,700 are on MHADA land. The remaining slum areas are still being covered as part of the extended survey timeline.
