If a heat wave warning has been given, the power distribution company should ensure that the power supply is not interrupted during the afternoon and should not do load shedding, instructions have been given in the heat action plan of the state. 


A two-day national level workshop was organised on February 13 and 14 by the State Disaster Management Authority and IIT Mumbai regarding heat waves. According to the decision taken at the end of the discussion regarding the research report, experience, procedure, future planning presented by the experts in this workshop, guidelines have been given to the relevant systems regarding what measures should be implemented to protect the citizens from heat stroke through the action plan.



In the state action plan, it has been announced that the heat management period will be from March 1 to June 15. Considering slums, crowded places, factories, brick kilns and similar workers, places of pilgrimage in rural areas, religious places etc., it has been asked to review whether the necessary medical facilities are available at all the health centres. Instructions have also been given to ensure that all gardens and parks in urban areas are not closed during the afternoon. It is said in the action plan that arrangements should be made so that a fire fighting system will be available on time in commercial buildings, warehouses, factories in summer.

It has been suggested that public awareness programs should be conducted through the local administration regarding timely and adequate provision of drinking water and shade to domestic animals. According to the action plan, convenient working hours should be fixed for the police personnel, ST bus drivers and carriers and similar jobs who are above 50 years of age. 


It has been asked to plan that the labourers working on the National Rural Employment Guarantee Scheme should be given work in morning and evening sessions. The workers who have to work in front of the fire furnace should be given instructions to the respective owners, tradesmen, factory workers to take rest after a certain period and the factory inspectors are entrusted with the responsibility of enforcing the same.


What's in the action plan?

The concerned authorities should ensure that the fans are kept on in all the railway stations, bus stations. Electricity distribution companies have been instructed to ensure that power supply is not interrupted and load shedding is not done during afternoon hours if a heat wave warning is given. It has been asked to plan in such a way that all schools and colleges in the state will continue to function in the morning session.

Along with this, the state government has decided that in every 15 days, the District Disaster Management Authority (DDMA) in each district would meet to review conditions and implement guidelines in the state’s heat action plan.
