Maharashtra govt issues clarification on revised lockdown guidelines

In an official clarification on the revised guidelines, the Maharashtra government said that the restrictions on the timings of shops had an adverse effect which led to crowd menace.

The Maharashtra government on Tuesday said that the regulations put up for the shops and markets regarding their timings is proving to be counter-productive and is seen to be attracting a crowd at the same time.

An official clarification was issued by the Maharashtra government on the revised guidelines after new lockdown measures were announced to stop the spread of the coronavirus or COVID-19. 

In the clarification, the state government has decided to allow all shops and markets that have allowed to operate amid the lockdown to remain open without restrictions, with respect to their timings and opening days. The government said that the restrictions on the same had an adverse effect which led to crowd menace. 

The fresh guidelines issued by the Department of Revenue, Disaster Management, Relief and Rehabilitation stated that no restrictions such as timings, day, etc for shops allowed to open amid the lockdown shall be imposed by any authority. 

However, if there is a need for regulating such shops and markets, the Municipal Commissioners of Corporation of MMR, PMR, Nagpur, Aurangabad and Nashik are authorized to do so. In other areas, the district collectors will decide on the same. 

The order further said that the detailed guidelines of the demarcation of the containment zone have been issued and after the boundary for the same is determined by the Municipal Commissioner or District Collector it will not be allowed to change the perimeter by any other authority. 

The Maharashtra government on Sunday allowed the liquor shops to open, even in red zones which led to people queuing up outside liquor stores in huge numbers. This comes after India has entered the Lockdown 3.0 announced by the centre in the wake of increasing cases of the COVID-19. 

Meanwhile, on May 4, section 144 of the Criminal Procedure Code (CrPC) was imposed in Mumbai until May 17 which will be applicable from 8:00 PM to 7:00 AM - the movement of any kind is strictly prohibited. The order clarified that only vehicles addressing medical emergencies and the ones used for essential services will be allowed in the city, during those hours.

As of May 5, Maharashtra has reported 14,541 COVID-19 cases while Mumbai alone has reported 9,310 cases. The death toll in the state has reached to 583.
