The state government of Maharashtra is moving swiftly to implement the ambitious 'Golden Record' scheme, aimed at revolutionizing citizen data management. Under this initiative, all personal information and certificates issued to citizens, including birth and death certificates, caste certificates, and land ownership documents, will be consolidated under a unique ID. This move is expected to streamline access to crucial documents while ensuring their security and integrity. As Maharashtra prepares to embark on this transformative journey in citizen data management, the successful implementation of the 'Golden Record' scheme promises to usher in a new era of efficiency and transparency in governance, ultimately benefiting millions of citizens across the state.

Private Partnership for Efficient Data Management

A report published in the Hindustan Times mentioned that in a bid to expedite the process, the Information and Technology department has announced plans to engage a private company to oversee the management of Maharashtra's DigiLocker. With a significant budget allocation of ₹294 crores approved for the project, the department is leveraging successful models from other states, such as Karnataka, to fast-track implementation. The selection process for the private firm, estimated to cost ₹250 crores, reflects the government's commitment to completing the project within the stipulated timeframe.

Enhanced Service Delivery and Governance

Once operational, the 'Golden Record' scheme will not only serve as a DigiLocker for Maharashtra but also empower the government to design and execute various welfare schemes more efficiently. The centralized repository of citizen data will enable targeted service delivery and facilitate better governance. However, the task of aggregating accurate data from diverse sources, including municipal councils and state government departments, remains a significant challenge.

Mandate

Meanwhile, a few months back, the Indian government has instituted a new mandate for passport applicants, requiring them to complete the DigiLocker process. This directive, initially announced by the regional passport offices in Chennai and subsequently echoed by Mumbai's office, entails uploading supporting documents onto DigiLocker before initiating the passport application process online. Notably, applicants in Mumbai who submit Aadhaar during passport verification must now also create a DigiLocker account, marking a significant shift in the application process. With this requirement already in force in Chennai and Mumbai, it is poised to become a nationwide obligation. The integration of Aadhaar data with DigiLocker aims to streamline and fortify the passport application process, aligning with the Ministry of External Affairs' objective of expediting and securing these proceedings.
