
Salem had sought parole to visit his native place in Azamgarh, Uttar Pradesh, following the death of his elder brother. The court said parole could be considered only if Salem paid the full cost of police escort and security, estimated at over INR 17 lakh.
During the hearing, Salem’s lawyer argued that the amount was excessive and unaffordable. However, the court made it clear that there was no scope for negotiation on security expenses and that parole could not be granted without full payment.
The state government highlighted serious security concerns, noting that Salem’s village is located in a sensitive area. As Salem expressed his inability to bear the cost, the court declined to grant parole and asked him to decide whether he wished to withdraw his plea.
