On Friday, February 5, the University of Mumbai (MU) released a circular which stated the guidelines to be followed in view of resumption of educational institutes across the state.

This comes days after Uday Samant, the state minister of higher and technical education announced that the state universities and colleges can reopen starting February 15 with not more than 50 per cent attendance on campus at any given time.

Moreover, the colleges have been asked to give first preference to PhD and research candidates and final year students to attend physical lectures while continuing online lectures for the rest of the batches.

According to reports, online classes will have to remain functional for the other batches. Furthermore, the circular states that online teaching-learning arrangements must also continue for international students who cannot join classes physically due to travel and visa restrictions.

In the past, the minister of higher and technical education had stated that the decision to resume colleges was taken in consultation with Chief Minister Uddhav Thackeray, keeping the guidelines issued by the University Grants Commission (UGC) on November 5, 2020. Universities and affiliated colleges in the restricted areas of the State which fall under the jurisdiction of the Commissioner, Municipal Corporation/Municipality or Collector and Chairman, District Disaster Management Authority, should consult the concerned University.

Samant further added that the concerned universities should start colleges with the consent of the local authorities. Moreover, the universities have also been advised to prepare guidelines for the phase-wise reopening of hostels and conduct safety audits of the hostels amidst the pandemic.
