The Brihanmumbai Municipal Corporation (BMC) will be appointing a project management consultant (PMC) for the twin tunnels being built in the mumbai Coastal Road Project (MCRP) Phase 2. A PMC will also be appointed by the civic body for twin tunnels, including box tunnel, for the Goregaon-Mulund link road (GMLR).

The PMCs will have to supervise overall progress and will be responsible for finalising contract design.

With contractors being finalised by the BMC in December 2023 for its ambitious MCRP Phase 2, it is planning to move forward with it now. The road of 18.47 km will connect Versova to Dahisar via a 4.46 km connector to GMLR.

A cable-stayed bridge, two elevated roadways, a road on stilts, and an underground tunnel beneath Malad and Kandivali that passes through mangrove creeks are all features of the Versova-Dahisar link road (DVLR). In order to link the Eastern and Western Express Highways, it will offer connectivity with the GMLR project.

Six packages make up the DVLR's development, two of which, packages C and D, contain twin tunnels of 3.66 kilometres each. There will be a roadway built between Mindspace and Charkop (Kandivali) that runs north and south. A contract for this work has been granted to Megha Engineering Pvt Ltd. The project is expected to cost approximately INR 5,821 crore.

A civic body official said that the PMCs will oversee the completion of the contract design and the entire project's progress. They would be in charge of reviewing ideas and drawings in light of the site's actual characteristics and making any necessary change suggestions.

Last week, Municipal Commissioner Iqbal Singh Chahal announced that on February 19, 2024, Prime Minister Narendra Modi will inaugurate the first phase of the Mumbai coastal road and lay the foundation stone of the Goregaon-Mulund link road (GMLR). The GMLR will connect the north-west part of the metropolis to its north-east region.

A day after the PM inaugurates phase 1 of the coastal route, the 10-kilometre, four-lane southward section from Worli to Marine Drive will be accessible to the public, said Iqbal Singh Chahal.

The Worli to Marine Drive section would now take 10 minutes to drive, compared to the current 40–45 minutes, stated the head of the civic body.

The second phase of the INR 13,983 crore coastal road, which consists of an 8-lane section with twin tunnels between Priyadarshini Park in the city's Malabar Hill district and Marine Drive, will open for traffic by May 15 of this year, said Chahal, adding that work on the project is 84% complete.

In the BMC budget for 2024-2025, INR 2,800 crore for the coastal road's Marine Drive to Worli section, INR 1,130 crore for the Versova-Dahisar stretch, and INR 220 crore for the Dahisar-Bhayander route have been allocated.

Speaking about GMLR, Chahal said that the work order to the contractor has been given for this project. The GMLR project was planned 11 years ago, and this year, finally, they will begin the construction work.
