In the cabinet meeting chaired by Chief Minister Eknath Shinde, the Shinde-Fadnavis government has taken a total of nine important decisions including getting cheap sand, relief to farmers and  Waste-to-energy project at Deonar dumping ground. The Cabinet took a decision in this regard on Wednesday (April 5). Here is the review of a few decisions.

1. Incessant rain now declared a natural calamity; Relief to farmers

A decision was taken in the cabinet meeting today that "continuous rain" should be declared as a natural disaster by the state government and aid should be provided for the loss of agricultural crops. Accordingly, help will be given to the farmers. Chief Minister Eknath Shinde presided over the meeting.

If the loss of crops is more than 33 percent, assistance is given to the farmers in the form of input subsidy at the prescribed rate for the area affected. However, even though there is no record of heavy rainfall in the revenue circle, heavy rains may occur in the villages of the circle and cause damage to the crops. Also, due to continuous rains in some villages for several days in a row, crops may be damaged. In such cases it is necessary to give help to the farmers.

Henceforth, while retaining the criterion of excess rainfall, 65 mm in 24 hours also for the natural calamity "Heavy Rain" declared by the State Government, an additional criterion of “Normalised Vegetation Index (NDVI)” in the second trigger for continuous rainfall will be applied for damage to agricultural crops. This criterion will also be applicable for the loss of crops due to all natural calamities other than drought.

2. Citizens will get sand at cheap rates, new sand policy to curb unauthorised mining

A new comprehensive revised sand policy has been prepared for the citizens of the state to get sand at a cheap rate and to curb unauthorised sand mining, and this policy was approved in the cabinet meeting held today. Chief Minister Eknath Shinde presided over the meeting.

According to this policy, the sale rate of sand has been fixed at INR 600 per brass (INR 133 per metric ton) to all citizens on an experimental basis for one year. In this, the amount of proprietary money will be waived off. Apart from this, district mineral establishment fund and traffic licence service fee etc. expenses will also be levied. A tender process will be conducted for excavation of sand, transportation of sand to depot after excavation, construction and management of depot. Sand or sand will be excavated from this. This sand will be taken to the government depot and from there this sand will be sold.

3. Waste-to-energy project at Deonar dumping ground to go ahead, changes in land reservation

The Cabinet meeting held today approved the modification of reservation on the land of Deonar Dumping Ground in Govandi, Mumbai. Chief Minister Eknath Shinde presided over the meeting. This will boost the proposed waste-to-energy project on this land.
