Kumbharwada - Shiv Sena candidate Surendra Bagalkar and BJP candidate Atul Shah had got the same votes, 5,946 and it was a tie. Finally, chit was used to come to announce the final winner and Atul Shah won. However, this decision did not go well with Bagalkar and his party workers. And so Bagalkar did not sign the papers of final result. Shiv Sainiks demanded that decision should have been made on the basis of five 'tender votes' (votes exercised by voters when they find that their votes were already cast by someone else)

“Ward no 220 corporator gets elected by drawing a chit and this is unfair. If this is the case then why elections are held? We have been fooled. We will go to court for justice,” said Vaibhav Mayekar, ward president.

Bagalkar added that how can one chit decide the fate of corporator. “Five tender votes should be announced or else voting should be carried out. Court can intervene and can announce the five tender votes,” he said.
