Their brief - to know what’s going on in the city so that they get the real approach of people towards the prevailing political situation. The modus operandi - The members of this team board the local trains and attentively listen to what the common people of the city have to say about the political issues. They then report this back to the minister who uses the information to plan his campaign strategy and tug at the heartstrings of the citizenry.
Case in point - Shiv Sena president Uddhav Thackeray had broken off a long standing alliance with the BJP saying that the rotten alliance caused the downfall of the city. Sena workers had apparently reacted to this in private discussiions, claiming that their leaders move in Land Cruiser cars while they have to travel by local trains. This nugget of information comes from the crack team of 32 who reported back to the minister.
