In November, the passengers association had submitted a letter to the General Administration department complaining about the overcrowding in the local trains. The association had urged the administration to change the timings of government and private offices hours. This is being proposed to avoid coronavirus infection. According to the association, this has been a consistent demand for the last five months but it continues to fall on deaf ears.

According to the reports, the administration department has sent a letter to the disaster management department requesting it to act on the statement of the travellers' association.

In the letter submitted by the suburban Railway Passenger Solidarity stated that the government and private offices should reconsider the 100 per cent compulsory attendance policy. The employees of private offices should also be allowed to travel on suburban trains, and an additional halt should be made at the station between Kasara-Kalyan and Karjat-Kalyan. Lata Argade, general secretary of the organisation, said that the demand for change of office hours was already there and we are working on the implementation of the same.

In October this year, following the High Court's intervention on the same pleas, the state government had permitted lawyers to use local trains to commute to courts and their offices before 8 am and after 11 am.

At present, all women are allowed to travel on the Central and Western Railways in addition to the essential service personnel.
