Western Railway has taken a significant step to improve the safety and convenience of senior citizens travelling on Mumbai’s suburban local trains. The railway has begun converting luggage (parcel) coaches into dedicated compartments for senior citizens, following a directive from the Mumbai High Court through a public interest litigation.

Each newly redesigned coach will have seating capacity for 27 passengers, along with additional standing space. The interiors are being modified to make boarding and deboarding easier during peak hours. Safety features such as additional support poles near the doors and special emergency ladders have also been installed. The coaches are being designed to be more accessible and comfortable for elderly passengers.

The initiative comes in response to long-standing difficulties faced by senior citizens in Mumbai’s heavily crowded local trains, where even reaching reserved seats can be challenging. Although seats are already reserved for senior citizens, overcrowding often prevents easy access.

Under this project, luggage coaches are being repurposed without reducing other essential compartments, ensuring that overall passenger capacity is not affected. The project began in October 2025 with an estimated cost of INR 4.62 crore. Western Railway currently operates 105 local train rakes, of which 40 have already been upgraded. The remaining 65 rakes are expected to be completed by March 2027.

Officials have clarified that general luggage coaches will not be removed entirely, and the restructuring aims to improve facilities without reducing passenger convenience. Around 50,000 senior citizens travel daily on Mumbai’s suburban railway network, and the new dedicated coaches are expected to provide them with safer, more comfortable, and dignified travel.
