Bombay High Court Takes Suo Motu Cognisance of Water Crisis at Mumbai University Girls’ Hostel

The Bombay High Court has taken suo motu cognisance of the acute water shortage at the University of Mumbai’s Madam Cama Girls’ Hostel in Churchgate, where more than 100 female students have reportedly been struggling with inadequate water supply for over two weeks.

A division bench comprising Acting Chief Justice Ravindra Ghuge and Justice Gautam Ankhad initiated suo motu proceedings on Monday after taking note of media reports highlighting the lack of basic facilities at the hostel. The court described the matter as a serious issue concerning the welfare of the students. 

According to reports, the hostel has been receiving an insufficient supply of water, with students facing difficulties even in accessing drinking water. The University has reportedly attributed the shortage to ongoing civic work being carried out by the Brihanmumbai Municipal Corporation (BMC) near the hostel premises.

The High Court has appointed advocate Yugandhara Khanwilkar as amicus curiae to assist the court in examining the issue. She has been directed to study the matter and prepare a petition, which is to be submitted by August 29. A copy will also be served on the concerned state authorities so that they can obtain instructions from the relevant departments. The matter has been scheduled for further hearing on September 2.

The court’s intervention comes amid growing concerns over basic living conditions at student hostels and the impact of prolonged water shortages on students’ health, hygiene and daily lives.
