Changes in new lockdown guidelines, centre bans e-commerce to trade in non-essential items

Union Home Ministry has issued guidelines continuing the ban on e-commerce companies to supply non-essential commodities while stating that only essential items will be delivered. The order issued by the Ministry of Home Affairs excludes the “e-commerce companies (and) vehicles used by e-commerce operators will be allowed to ply with necessary permissions.”

Earlier, the centre carried out a list of activities and services which are to be allowed for operations from April 20. The Narendra Modi government had also allowed the sale of some non-essential items via e-commerce platforms on the web. 

The government had allowed the sale of non-essentials including mobile phones, TVs, Refrigerators, clothes and laptops. However, after several trade unions including the Confederation of Indian Traders (CAIT) expressed its displeasure over the decision, the Health secretary signed a fresh order which prohibited the e-commerce companies to trade in non-essential commodities. 

The CAIT had also written to Prime Minister Narendra Modi urging him to intervene in the matter while stating that the nod to e-commerce companies to sell non-essential will create a “trade imbalance.”

The central government, in its guidelines earlier, had stated that the e-commerce companies will be allowed to operate in non-containment or green zones and their vehicles will be allowed to ply with valid passes. 

Meanwhile, the Maharashtra government has announced that the industrial activities in green zone districts will be started from April 20 and it will help the workers there to earn a living. CM Uddhav Thackeray said that the government will provide food grains to the labourers working there. 

Prime Minister Narendra Modi announced the extension of the nationwide lockdown in the wake of the increasing cases of coronavirus or COVID-19 across the country. The lockdown will continue till May 3.
